Was it the Lycra shorts?

Ottawa police are investigating after a man on a bicycle was observed committing what was described as “indecent acts” in an Orléans neighbourhood.
Police said witnesses reported seeing the man committing the acts on two occasions over a one-hour period on Aug. 9 in the Fallingbrook area.
According to police, the man was first observed near Charlemagne Boulevard and Tenth Line Road at about 10:45 a.m. The second incident occurred near Charlemagne Boulevard and Merkley Drive at 11:45 a.m. In both cases, the man was riding a grey bicycle.
The suspect is described as a white male, 25 to 40 years old, 5-foot-10 to 6-foot-1, with short dark brown hair and an unshaven face. He was wearing shorts and a T-shirt.
